Our fifth NobleCamps Coffee Chat brought together participants in Tokyo for an engaging discussion on AI, Law, and Governance, featuring Kyoko Yoshinaga, Project Associate Professor at Keio University.
The session explored the evolving relationship between artificial intelligence, legal frameworks, and governance, and the questions emerging as AI becomes more integrated into society.



How Is AI Reshaping Law and Governance?
NobleCamps’ Coffee Chats Series brings together professionals, experts and industry leaders for thoughtful conversations on timely topics shaping the future of business, technology and society.
This fifth session explored how AI is affecting existing legal frameworks, how those frameworks can safeguard users as AI rapidly expands, and what forms of governance may be necessary as the technology continues to develop.
The session was conducted in English and featured Kyoko Yoshinaga, Project Associate Professor at Keio University’s Graduate School of Media and Governance and Affiliate Scholar at the Georgetown Law Institute for Technology & Policy, followed by open conversation and light refreshments.

The Speaker
Kyoko Yoshinaga
PROJECT ASSOCIATE PROFESSOR, KEIO UNIVERSITY | AFFILIATE SCHOLAR, GEORGETOWN LAW
Kyoko Yoshinaga is a Project Associate Professor at Keio University’s Graduate School of Media & Governance and an Affiliate Scholar at Georgetown Law’s Institute for Technology Law & Policy. She specializes in the governance, law, policy, and ethics of emerging technologies, including artificial intelligence and robotics, from comparative and international perspectives.
During nearly two decades at Mitsubishi Research Institute, she supported Japanese government ministries in the development of ICT, media, and cybersecurity policy, and later led AI compliance and risk management in an AI development division. She was also a Visiting Fellow at Yale Law School’s Information Society Project in 2010–2011.
She currently serves as an OECD-GPAI Expert, a member of Japan’s METI Committee on AI Guidelines for Business, and a member of the Digital Agency’s Advanced AI Utilization Advisory Board.
